Governance of Artificial Intelligence Applications in Islamic Administrative Institutions: A Shariah-Based Administrative Framework for Enhancing Shura Council Functions

The study aimed to develop an integrated Sharia-based and administrative framework for governing the use of artificial intelligence (AI) applications in Islamic administrations, using the Shura Council as an applied model. It sought to establish the conceptual foundations related to AI and Islamic administration, analyze the Sharia, administrative, and ethical principles governing its use, and examine its applications in knowledge management, document analysis, and decision-making support. The study adopted the descriptive-analytical approach, the deductive approach to derive Sharia principles, and the comparative approach to examine the integration between modern governance frameworks and Islamic administrative principles. The findings indicated that AI contributes to improving knowledge management, data analysis, institutional efficiency, and decision quality, and that its use is fundamentally permissible under Sharia as long as it serves a legitimate interest and does not violate Sharia principles. The study also demonstrated that the relationship between AI and Islamic administration is complementary rather than substitutive, requiring the integration of Sharia-based guidance, institutional governance, and human oversight. The study recommends developing clear AI governance policies, protecting data and privacy, promoting transparency and accountability, training employees, and subjecting AI outputs to continuous human and Sharia review. The study's originality lies in proposing an integrated framework that combines Sharia foundations, the objectives of Sharia, modern governance requirements, and AI applications.
